The purpose of this meeting will be to review the Certificate of Appropriateness application and plans for the proposed new garage at 401 7th Ave S. This property is located within the Island Park Historic Overlay District, and is owned by Tom Horton. Tom had previously received HPC approval for demolition of the existing garage.

Present:      David Shultz, Paul Gleye, Peter Moynihan, Christine Kloubec, Claire Strom

Absent:      Peter Moynihan, Daryl Bachmeier, Doug Scraper

Staff Present: Jessica Thomasson, Dawn Mayo

Mr. Gleye called the meeting to order.

Certificate of Appropriateness – 401 7th Avenue S
Ms. Mayo presented the proposed new construction of a garage at 401 7th Avenue South.  Ms. Mayo noted that this building permit is located on a property that is in the Island Park Historic Overlay District.

Ms. Kloubec asked what the use of the second floor.  Mr. Horton noted that it will be for storage and will not be a full second story.

Mr. Schultz asked about access to the second floor.  Mr. Horton stated that the access will be from the outside of the building and that the stair will be a wood stairway with a ladder.  The stair is being placed on the outside to maximize the use of interior space.  A pull down stairway would possibly work but makes it difficult to take things up and down.

Mr. Schultz asked if the stairway would cause setback concerns.  Ms. Thomasson stated that it probably would not affect setbacks because it is not a covered structure.

Mr. Schultz asked about the divided lights proposed for the garage windows.  Mr. Horton noted that the windows in the house have a diagonal divided light.

Mr. Schultz noted that it would be nice to maximize compatibility with the structure on the house and to perhaps use an undivided light.

Mr. Horton noted in response to a question from Ms. Strom that the roof pitch of the new dormers on the garage will match the roof pitch of the house.

The committee discussed the window/light in the garage door.  Mr. Horton noted that the proposed garage door was intended to try and mirror the curved lines of the parapet on the house.  The committee agreed that the glazing was appropriate based on the size of the door but asked the homeowner to consider a different style light.

Ms. Strom moved that the Historic Preservation Commission accept the request for the Certificate of Appropriateness at 401 7th Avenue South with the condition that the six-over-six windows more closely resemble the upper lights in the house windows and that the garage door window utilize a vertically divided light instead of the arched light.  Second by Ms. Kloubec.  All present voted aye and the motion was declared carried.

Other Business
Ms. Mayo handed out a draft version of the checklist that city staff will provide to homeowners who need a certificate of appropriateness review.  The committee will review and comment at the next meeting.
